Chief Education Officer (P-4) – Fixed Term – Caracas

About the role

The Chief Education leads the design, implementation and supervision of UNICEF's education programmes in Venezuela. This senior position is responsible for strategic planning, strengthening national education systems and ensuring equitable, inclusive learning opportunities for children, especially those who are marginalized or affected by emergencies.

Key responsibilities

• Develop and formulate strategic education plans aligned with national priorities and UN Sustainable Development Cooperation Framework.
• Oversee the delivery of education projects, monitoring results and ensuring quality outcomes.
• Strengthen institutional capacities and promote community participation in education decision‑making.
• Coordinate the education cluster within the humanitarian response, working closely with WASH, Nutrition and Child Protection teams.
• Manage resources, budgets and reporting for education interventions.
• Lead a multidisciplinary team of education professionals.

Required profile

• Extensive experience in managing large‑scale education programmes, preferably in humanitarian or development contexts.
• Proven ability to lead senior teams and collaborate with government, NGOs and community stakeholders.
• Strong knowledge of primary, early childhood and secondary education systems, including inclusive education for disadvantaged groups.
• Experience working in Venezuela or similar environments affected by natural hazards and socio‑economic challenges.
