Technical Advisor I – WASH (Humanitarian Response)

About the role

The Technical Advisor I – WASH will support the Venezuela Earthquake Emergency response led by Catholic Relief Services (CRS) and Cáritas Venezuela. The role provides technical advice and hands‑on support across the full program cycle to ensure high‑quality, standards‑based WASH interventions for affected communities.

Key responsibilities

• Provide technical solutions for WASH components during strategic planning, design, implementation, monitoring, evaluation and learning (MEAL).
• Conduct sectoral assessments of water resources, sanitation infrastructure, hygiene practices and market conditions.
• Develop and support intervention strategies, oversee implementation, and monitor performance against Core Humanitarian Standards, Sphere Minimum Standards, and donor requirements.
• Design water supply systems and treatment solutions, including rehabilitation, water trucking specifications, storage, distribution points, chlorination and on‑site hypochlorite generation, with accompanying technical drawings.
• Lead program evaluations, identify corrective actions, and ensure integration of gender, protection, disability inclusion and disaster risk reduction.

Required profile

• Proven experience providing technical advice on WASH in humanitarian emergencies.
• Strong knowledge of Core Humanitarian Standards, Sphere WASH standards, and CRS protection and gender equality guidelines.
• Ability to work collaboratively with local partners such as Cáritas Venezuela and to adapt solutions to rapidly changing contexts.
