Shelter & Settlements Advisor for Venezuela Earthquake Response

About the role

The Shelter & Settlements Advisor will provide technical leadership for CORE’s response to the June 2026 earthquake in Venezuela. This consultancy shapes and quality‑assures the shelter approach, ensuring it aligns with CORE’s camp‑decompression strategy and the official housing‑habitability classification (Green/Yellow/Red).

Key responsibilities

• Design and oversee engineer‑led safety assessments, home repairs, partial and full demolition, and site clearance.
• Coordinate emergency shelter provision, host‑family hosting, and cash‑based or cash‑for‑rent housing support.
• Integrate build‑back‑safer and seismic considerations, protection, gender/GESI, and Sphere humanitarian standards.
• Contribute to response strategy, concept notes, and donor proposals, including collaborations with IOM.
• Build the capacity of CORE staff in shelter and settlements technical matters.

Required profile

• Proven experience in shelter and settlements within humanitarian or disaster‑response contexts.
• Familiarity with housing‑habitability classification systems and camp‑decompression approaches.
• Ability to lead technical assessments, demolition planning, and site‑clearance operations.
• Experience drafting strategy documents, concept notes, and donor proposals.
• Strong understanding of gender/GESI considerations and Sphere standards.
