Programme Specialist – Cash Based Assistance (P‑3) – 6 months

About the role

UNICEF is seeking a Programme Specialist to lead the design, implementation and monitoring of cash‑based assistance for households affected by the recent earthquake in Venezuela. The role will provide technical leadership to ensure cash programmes meet UNICEF standards, humanitarian principles and inter‑agency commitments.

Key responsibilities

• Develop and manage cash assistance programmes, including risk assessments and mitigation strategies.
• Oversee beneficiary data collection, verification and monitoring to ensure accurate targeting.
• Conduct monitoring, evaluation and learning activities to assess programme impact and inform adjustments.
• Ensure optimal use of programme funds and compliance with financial guidelines.
• Coordinate with government partners, UN agencies, NGOs and other humanitarian actors to align cash interventions.

Required profile

• Advanced university degree (Master or equivalent) in International Development, Social Science, Public Health, Public Policy or related field.
• Minimum five years of professional experience designing, implementing and managing cash transfer or social protection programmes.
• Strong knowledge of humanitarian cash assistance standards, social protection mechanisms and inter‑agency coordination.
• Excellent analytical, reporting and stakeholder‑engagement skills.
