HR Manager

About the role

XP Group is expanding its operations in Venezuela and seeks an experienced HR Manager to lead the human capital strategy for its new oil production venture. Based in Caracas, you will design and implement HR policies, ensure compliance with Venezuelan labor law, and support a safe, efficient workforce.

Key responsibilities

• Lead organizational transformation for the new Hydrocarbons Production‑Sharing Contract (CPPH) and advise senior management on workforce and labor relations.
• Ensure full compliance with the Organic Labor Law for Workers (LOTTT) and the Oil Industry Collective Bargaining Agreement.
• Manage union relationships, collective bargaining, and labor dispute resolution.
• Represent the company before labor authorities and oversee employment, payroll, disciplinary actions and terminations.
• Plan and execute recruitment, selection and onboarding of technical, administrative and expatriate staff.
• Design and administer salary structures and benefits aligned with the Venezuelan oil market.
• Oversee payroll processing and other labor obligations, and prepare the HR annual budget.
• Develop technical training, competency programs and the performance evaluation system.

Required profile

• Bachelor’s degree in Industrial Relations, Psychology, HR Management, Law or related field; graduate degree a plus.
• 10‑12 years of progressive HR experience, including at least 5 years in a managerial role.
• Proven experience in the Venezuelan oil or energy sector, especially with joint ventures and CPPH contracts.
• Extensive knowledge of Venezuelan labor legislation (LOTTT, LOPCYMAT) and collective bargaining practices.
• Native Spanish speaker with advanced English for corporate reporting.
• Willingness to travel frequently to field sites.

Required skills

• Proficiency with payroll systems.
• Experience using HR Information Systems (HRIS).
