Head of Mission – Humanitarian Operations

About the role

The Head of Mission will provide strategic, organisational and external leadership for Plan International’s humanitarian programme in Venezuela. Reporting to senior management, the postholder will be accountable for the quality, relevance, sustainability and integrity of the country portfolio and will guide the transition from emergency scale‑up to a locally anchored, compliant presence.

Key responsibilities

• Lead the partner‑led humanitarian response, ensuring technical and operational accompaniment, quality assurance and capacity strengthening.
• Develop and implement the operating model, governance arrangements and organisational capabilities required for lasting impact.
• Represent Plan International with authorities, UN agencies, donors, diplomatic actors, civil society and peer organisations.
• Oversee safeguarding, compliance, MEAL/AAP, resource mobilisation and donor‑grade reporting.
• Coordinate multi‑sector activities including shelter, food assistance, WASH, child protection, education and health/MHPSS.

Required profile

• Extensive senior leadership experience in humanitarian or development contexts.
• Proven ability to manage complex multi‑sector programmes and partnerships.
• Strong knowledge of humanitarian standards, safeguarding and compliance.
• Excellent stakeholder management and advocacy skills.
