Emergency Specialist (P-3) – Temporary Appointment in Caracas

About the role

The Emergency Specialist (P‑3) will lead UNICEF’s emergency preparedness and response activities in Venezuela, supporting the ongoing earthquake relief effort. Reporting to the supervisor, the incumbent will coordinate rapid assessments, resource mobilisation and delivery of life‑saving assistance to children, mothers and affected families.

Key responsibilities

• Develop, implement and monitor emergency response plans, including contingency and early‑warning mechanisms.
• Conduct rapid needs assessments and ensure gender‑sensitive programming.
• Coordinate with government authorities, UN agencies, NGOs and UNICEF partners to align actions and resources.
• Mobilise and manage funds, supplies and technical support for emergency interventions.
• Provide technical advice on emergency programme management and ensure compliance across sectors.
• Maintain up‑to‑date information flows on the humanitarian situation within the country office.

Required profile

• Proven field experience in complex emergencies and disaster response.
• Strong knowledge of UNICEF emergency standards and humanitarian coordination mechanisms.
• Ability to work under pressure and make decisions that directly impact vulnerable populations.
• Excellent communication and stakeholder‑engagement skills.
