Debris & Rubble Management Advisor – Venezuela Earthquake Response

About the role

Community Organized Relief Effort (CORE) seeks a short‑term Advisor to design and guide the removal and reuse of earthquake debris across affected regions of Venezuela. The role is investigative and front‑loaded, requiring the creation of a clear, actionable strategy for debris management.

Key responsibilities

• Map CORE’s possible approaches to debris clearance, including direct action, contracting, and pilot projects.
• Define the scope of work for each approach and assess feasibility.
• Produce a detailed debris and rubble removal strategy ready for implementation.
• Engage with local coordination bodies and authorities in Spanish to secure necessary permits and approvals.
• Draft all strategic documents in English while ensuring alignment with Venezuelan regulations.

Required profile

• Experience in disaster recovery, reconstruction, or large‑scale waste management projects.
• Strong analytical and strategic planning abilities.
• Fluency in English (written) and proficiency in Spanish for stakeholder engagement.
• Ability to work independently in a fast‑moving, crisis‑focused environment.
