Debris & Rubble Management Advisor – Venezuela Earthquake Response

About the role

CORE is seeking a short‑term Debris & Rubble Management Advisor to design a practical removal and reuse strategy for areas affected by the recent earthquake in Venezuela. The consultant will work on‑site for 2–4 weeks, mapping options, defining scopes of work and producing an actionable plan that can be handed over to field teams.

Key responsibilities

• Produce a comprehensive debris‑removal strategy differentiated by urban, peri‑urban, rural and peri‑rural settings.
• Develop a 6–12 month implementation plan with clear scopes (direct, contract, pilot), sequencing, resource mix and cost drivers.
• Assess feasibility of large‑scale contracts, cash‑for‑work programmes and mechanised clearance, including equipment mix and safety requirements.
• Engage national, state, municipal and military authorities in Spanish to secure permits and authorisations for each scope.
• Ground the strategy in field realities such as debris volumes, dump‑site options, road access and hazardous materials.
• Identify opportunities for recycling and reuse of undamaged materials.

Required profile

• Experience in disaster‑response planning, construction, or large‑scale infrastructure projects.
• Proven ability to produce strategic documents and implementation road‑maps.
• Fluent in English (written) and proficient in Spanish for stakeholder engagement.
• Willingness to deploy to affected areas on short notice.

Required skills

• Knowledge of heavy‑equipment types used in debris clearance (excavators, skid steers, loaders, dump trucks).
• Understanding of permitting processes and coordination with governmental bodies.
• Ability to assess recycling and reuse options for construction materials.
