Shelter Coordinator – Emergency Response

About the role

The Shelter Coordinator will lead in‑kind emergency shelter and non‑food item (NFI) design, implementation and monitoring for earthquake‑affected communities in and around Caracas. This full‑time position works directly with local partners, volunteers and contractors to ensure safe, inclusive and standards‑compliant shelter solutions.

Key responsibilities

• Lead safe, inclusive shelter/NFI design, direct implementation and monitoring in line with local regulations, Sphere Standards and Shelter Cluster guidance.
• Conduct shelter, damage and habitability assessments to prioritize needs and risks.
• Prepare technical designs, bills of quantities, specifications, work plans and quality‑control procedures.
• Oversee distribution of shelter kits, emergency or transitional shelters, minor repairs and weather‑proofing, ensuring accessibility and safety.
• Provide technical oversight, quality assurance and coaching to teams, volunteers, partners and contractors.

Required profile

• Bachelor’s degree in civil/structural engineering, architecture, construction management or a related field (or equivalent experience).
• 1‑2 years of experience implementing emergency shelter/NFI programmes, including rapid‑onset response and at least two of: shelter construction/repair, NFI distribution, damage assessment, contractor oversight or light debris management.
• Fluency in Spanish; working knowledge of English preferred.

Required skills

• Proficiency with Google Workspace.
• Proficiency with Microsoft Office.

• Starting salary of $1,550‑$1,763 USD per month (up to $1,975 for highly qualified candidates).
