Monitoring & Evaluation Officer (MEAL & Compliance) – Caracas

About the role

The Monitoring and Evaluation (MEAL) and Compliance Officer will ensure the quality, transparency and impact of humanitarian projects in Venezuela. Working under the Prevention Coordinator, the officer will design and implement MEAL systems while guaranteeing compliance with donor and legal requirements.

Key responsibilities

• Advise project teams on logical frameworks, theories of change, performance indicators and monitoring plans aligned with donor expectations.
• Coordinate qualitative and quantitative data collection, supervise data quality and manage secure MEAL databases.
• Develop and maintain data collection tools such as questionnaires and focus‑group guides.
• Conduct rigorous data analysis, produce monitoring, progress and evaluation reports, and contribute to donor reporting.
• Ensure all administrative and financial documents are uploaded to donor monitoring platforms and that organisational activities comply with regulatory frameworks.

Required profile

• Degree in public health, social sciences, administration, law, international development or a related field.
• Minimum two years of experience in project management, MEAL, auditing or compliance within NGOs or the social sector.
• Experience with local organisations, communities or civil‑society networks is an advantage.
• Knowledge of the humanitarian context in Venezuela and familiarity with donors such as ECHO and Oxfam.

Required skills

• Proficiency with data collection tools: KoboToolbox, ODK, SurveyCTO.
• Advanced Excel and Power BI for data analysis and reporting.
• Strong attention to detail, analytical and problem‑solving abilities.
