MEAL and Compliance Officer (Consultancy)

About the role

The MEAL and Compliance Officer will support MENTOR Initiative’s programmes in Venezuela by establishing robust monitoring, evaluation and compliance systems. This consultancy role focuses on designing indicators, collecting and analysing data, and ensuring adherence to donor requirements.

Key responsibilities

• Develop and refine monitoring and evaluation frameworks and logical models.
• Design indicators and data collection tools using KoboToolbox, ODK or SurveyCTO.
• Collect, clean and analyse qualitative and quantitative data, producing statistical reports.
• Prepare regular reports for donors such as ECHO and Oxfam, highlighting results and compliance status.
• Conduct compliance audits and support project management teams to meet organisational and donor standards.
• Collaborate with local organisations, communities and civil‑society networks to ensure data quality and relevance.

Required profile

• Venezuelan national or foreign national with legal permission to work in Venezuela.
• University degree in Public Health, Social Sciences, Administration, Law, International Development or related field.
• Minimum two years of experience in project management, MEAL monitoring or auditing/compliance within NGOs or the social sector.
• Familiarity with the humanitarian context in Venezuela and knowledge of donors such as ECHO and Oxfam is valued.

Required skills

• Proficiency with data collection platforms: KoboToolbox, ODK, SurveyCTO.
• Advanced Excel skills and experience with Power BI for data analysis and visualisation.
• Statistical analysis and report writing capabilities.
