Humanitarian Response Consultant

About the role

Solidar Suisse seeks an experienced Humanitarian Response Consultant to strengthen its emergency programme in Venezuela following the June 2026 earthquake. The consultant will work from Caracas, collaborating closely with the Desk Officer in Zurich and local partners.

Key responsibilities

• Identify, assess and conduct due‑diligence of national and local implementing partners, producing evidence‑based recommendations.
• Lead participatory project design, develop concepts, results frameworks, budgets and donor‑compliant proposals.
• Engage with humanitarian actors, UN agencies, NGOs and authorities to ensure coordination and information sharing.
• Analyse operational constraints, security risks and mitigation measures, and support set‑up of coordination and security arrangements.
• Provide regular updates to the Desk Officer, flag risks, and deliver final documentation in an organized format.

Required profile

• Advanced university degree in a relevant field such as humanitarian action, social sciences, engineering or development.
• Minimum 7 years of progressive experience in humanitarian or development programming, with strong partnership‑management and localisation experience.
• Extensive recent professional experience in Venezuela and deep understanding of the local humanitarian, political and operational context.
• Fluent in Spanish and English, both written and spoken.

Required skills

• Partner capacity assessment and due‑diligence.
• Humanitarian needs assessment and project design.
• Development of high‑quality project proposals, budgets and logframes for institutional donors.
• Experience in WASH and/or Protection programming.
• Stakeholder engagement and coordination within humanitarian mechanisms.
