Head of Support Services (Caracas)

About the role

The Head of Support Services (HoSS) is a senior member of the DRC Venezuela senior management team, responsible for providing strategic leadership and oversight of all support functions – finance, human resources, supply chain, administration, IT and risk & compliance – to ensure efficient, accountable and compliant operations across the country programme. Based in Caracas, the HoSS works closely with the Country Director, donors and national authorities to translate organisational priorities into operational plans and to maintain readiness for both emergency response and long‑term programming.

Key responsibilities

• Lead and manage support managers and teams across finance, HR, procurement, IT and risk functions.
• Oversee treasury, cash and liquidity management in a multi‑currency environment ensuring compliance with donor and national regulations.
• Develop and maintain the country risk register and lead implementation of mitigation measures.
• Ensure compliance with donor, regulatory and audit requirements and lead audit follow‑up.
• Coordinate with donors and national authorities on compliance, registration and audit matters.
• Lead business continuity and contingency planning for support services, including infrastructure and logistics.
• Oversee procurement, transport and logistics to ensure rapid emergency response.
• Strengthen compliance of national implementing partners while promoting capacity‑building.

Required profile

• Strategic leader with proven experience overseeing finance, HR, supply chain, administration, IT and risk functions in a humanitarian context.
• Demonstrated ability to make operational decisions under time pressure with incomplete information.
• Experience managing multi‑currency treasury and cash flows, ensuring donor and regulatory compliance.
• Strong track record of building high‑performing support teams and fostering coordination with donors and authorities.
