Education PPP Analyst Consultant

About the role

The Inter-American Development Bank (IDB) seeks a detail‑oriented consultant to lead the analysis and comparison of public‑private partnership (PPP) models in education across Latin America and the Caribbean. The role involves building a robust evidence base, designing evaluation methodologies, and delivering actionable insights for policy makers.

Key responsibilities

• Develop a comprehensive database of education PPPs and traditional public procurement cases for benchmarking.
• Review and synthesize literature, evaluations, and case studies on PPP effectiveness.
• Define and validate variables and indicators to assess cost, time, administrative and pedagogical performance.
• Design a methodological framework, including a Value for Money (VfM) approach, to compare PPP and conventional models.
• Create a practical evaluation tool with a user guide for implementation.
• Conduct a diagnostic case study in a selected country, applying the methodology and documenting findings.
• Prepare, revise, and support the publication of results, ensuring IDB validation and stakeholder alignment.

Required profile

• Master’s degree in Economics, Engineering, Business Administration, Public Policy or a related field; doctorate or additional postgraduate studies are a plus.
• Minimum of 5 years of professional experience in designing, monitoring, and evaluating public policies.
• Proven ability to apply econometric methods and conduct rigorous data analysis.
