Deputy Director of Operations (DDO)

About the role

The International Rescue Committee is seeking a Deputy Director of Operations (DDO) to lead and coordinate operational activities across Colombia, Venezuela and Ecuador. The DDO will ensure efficient, effective and accountable delivery of programmes in a complex humanitarian environment affected by earthquakes, displacement and protection risks.

Key responsibilities

• Provide overall leadership for the operations function, supervising admin, finance, logistics and HR teams in the three countries.
• Coordinate with programme managers to align operational support with humanitarian response priorities.
• Oversee budgeting, procurement, supply chain, and asset management to meet emergency and development needs.
• Ensure compliance with IRC policies, donor requirements and local regulations.
• Manage risk, security and business continuity plans for field offices.
• Represent IRC in coordination mechanisms with local authorities, partners and donors.

Required profile

• Significant experience in senior operations management within international humanitarian or development NGOs.
• Proven ability to lead multi‑country teams and navigate complex emergency contexts.
• Strong analytical and problem‑solving skills with a results‑oriented mindset.
• Fluency in English; Spanish proficiency preferred.
• Eligibility to work in Colombia, Venezuela or Ecuador (national or resident).
