Country Finance Manager – Caracas

About the role

The Country Finance Manager will be a core member of the management team in Caracas, responsible for overseeing Acted’s financial operations in Venezuela. Reporting to the Country Director and HQ Finance & Administrative Director, the role ensures compliance with national legislation and Acted’s financial standards while supporting program delivery.

Key responsibilities

• Supervise the full accounting cycle and ensure accurate financial records for the mission.
• Manage treasury functions, including cash flow, bank relationships and timely payments.
• Oversee budget commitments, monitor expenditures and guarantee compliance with donor and internal procedures.
• Develop and track project budgets, prepare financial reports and coordinate internal and external audits.
• Lead and build capacity of the country finance and administrative team, providing technical support and guidance.

Required profile

• MSc or equivalent in Finance, Audit, Business Management, Economics or related field.
• Minimum 3 years of solid experience in financial and budget management, preferably in humanitarian or development contexts.
• Strong analytical and financial reporting skills with the ability to communicate results clearly.
• Proven ability to lead a finance team, conduct capacity‑building and manage stress in challenging environments.
• Flexibility to work cross‑culturally and prior knowledge of the Venezuelan region is an asset.
