Country Finance Manager – Caracas

About the role

Acted is seeking a Country Finance Manager to lead financial operations in Venezuela. Reporting to the Country Director and the Finance & Administrative Director at headquarters, the manager will ensure compliance with national legislation and Acted’s financial standards while supporting humanitarian, development, climate and environmental programmes.

Key responsibilities

• Oversee all financial management activities for the country, including budgeting, accounting, and cash management.
• Ensure adherence to Venezuelan legal requirements and Acted’s internal financial policies.
• Prepare and submit accurate internal and external financial reports.
• Maintain and improve financial control systems and reporting processes.
• Provide technical guidance to the finance team and support programme managers on financial matters.
• Collaborate with senior management to optimize resource use and support strategic decision‑making.

Required profile

• Proven experience in finance management within humanitarian or development contexts.
• Strong understanding of Venezuelan financial regulations and public sector accounting.
• Ability to work in complex, high‑pressure environments and navigate intersecting humanitarian and environmental challenges.
• Entrepreneurial mindset with a focus on results, pragmatism and humility.

Required skills

• Expertise in accounting principles and financial control systems.
• Experience with internal and external financial reporting.
• Knowledge of national legislation related to finance and procurement.
