Technical Advisor II – Shelter & Settlements (Venezuela)

About the role

The Technical Advisor II – Shelter & Settlements will support CRS and Caritas Venezuela in delivering high‑quality emergency shelter assistance following the June 2026 earthquakes. Reporting to the Technical Advisor II for South America, the role provides technical guidance across program design, implementation, and monitoring.

Key responsibilities

• Develop and implement response‑wide strategies, standards, tools and best practices for shelter and settlements.
• Ensure cross‑sectoral integration of gender, protection, and disaster risk reduction.
• Provide technical solutions for strategic planning, program design, and M&E to CRS and Caritas teams.
• Lead the technical design of large or complex proposals, including monitoring systems and indicators.
• Advise project teams on donor strategies, priorities and technical requirements.
• Contribute to capacity‑strengthening initiatives, including training design, workshops, mentoring and coaching.

Required profile

• Strong technical knowledge in shelter and settlements within humanitarian contexts.
• Experience providing technical advice to multi‑partner emergency response programs.
• Ability to develop technical designs for large proposals and monitoring frameworks.
• Familiarity with donor guidelines, humanitarian standards and best practices.
