Technical Advisor II – Finance (Humanitarian Response)

About the role

The Technical Advisor II – Finance will support the EMPOWER emergency response in Venezuela, providing technical advice and hands‑on assistance to ensure robust financial management, compliance, budgeting, reporting and audit readiness for the six‑month DHR‑funded operation.

Key responsibilities

• Assist CRS and Cáritas Venezuela teams in developing and implementing finance strategies, tools and best practices aligned with donor requirements.
• Strengthen internal controls, budgeting, forecasting and financial reporting processes for the emergency response.
• Provide technical solutions both remotely and on‑site to integrate gender, protection and disaster risk reduction considerations into financial planning.
• Lead or contribute to the design of large or complex proposals, defining monitoring systems and indicators.
• Support capacity‑building initiatives by developing training materials, delivering workshops and mentoring partner staff.
• Contribute to knowledge management, learning and pre‑positioning of CRS for future finance growth opportunities.

Required profile

• Proven experience in financial management within humanitarian or development contexts.
• Strong knowledge of donor compliance, budgeting, reporting and audit processes.
• Ability to work collaboratively with multiple partners and provide technical guidance on‑site and remotely.
• Excellent communication skills in English.
