Risk and Compliance Officer

About the role

IOM Venezuela is looking for a Risk and Compliance Officer who works under the direct supervision of the Chief of Mission and in close collaboration with the Regional Office. The officer supports the development and implementation of accountability, compliance and quality control systems so that IOM Venezuela adheres to institutional policies, mitigates risks and improves programme effectiveness.

Key responsibilities

• Coordinate the Risk Management and Compliance Unit's activities across the Country Office's functions and sub-units, including Legal, Risk and Compliance
• Give technical input to the Chief of Mission and senior management on accountability, compliance and quality control mechanisms, and align the pillar's activities with IOM's global frameworks, the mission's strategy and donor requirements
• Integrate risk management into planning, decision-making and resource allocation, support field offices with risk assessments and keep risk registers and treatment plans up to date
• Improve risk and compliance processes, monitor the use of IOM resources against strategic plans and donor agreements, and draft compliance-related SOPs
• Deliver anti-fraud training, analyse fraud-related data, prepare risk reports and escalate issues as needed
• Support capacity building for mission staff and partners in risk management and MEAL/AAP frameworks, and perform other assigned duties

Required profile

• Master's degree in Business/Public Administration, Finance, Accounting, Audit, Compliance or a related field with two years of relevant experience, or a university degree in the same fields with four years of experience
• Professional certification as CA, CPA, CIA, CRMA or CFE is an advantage
• Fluency in English and Spanish (oral and written); working knowledge of another UN official language is an advantage
• Experience with enterprise risk management frameworks such as ISO 31000 and internal control frameworks
• Experience in UN or humanitarian field operations and emergencies, and in monitoring and evaluation or audit is an advantage
• Ability to work under pressure, prepare clear reports and handle confidential information with discretion
