Humanitarian Affairs Officer – Accountability & Impact Liaison

About the role

The Office for the Coordination of Humanitarian Affairs (OCHA) is seeking a Humanitarian Affairs Officer to serve as the liaison for the Accountability and Impact Team (AIT) in its Caracas office. Reporting to the Head of Office and working closely with the Head of Humanitarian Finance Unit, the incumbent will support the monitoring, analysis and coordination of humanitarian financing and response activities in Venezuela.

Key responsibilities

• Monitor and analyse humanitarian developments and emergencies in Venezuela that may affect the Humanitarian Financing Unit.
• Prepare and organise studies, technical reviews and inter‑agency meetings to inform policy and decision‑making.
• Participate in disaster assessments and coordinate international assistance, including drafting situation reports and appeals.
• Partner with UN agencies, NGOs and government bodies to plan, evaluate and incorporate lessons learned, gender considerations and best practices into programmes.
• Oversee the production and proper use of donor‑funded appeals and ensure compliance with OCHA financial guidelines.
• Maintain contacts with government officials, UN entities, NGOs, diplomatic missions and media.

Required profile

• University degree in humanitarian affairs, international relations, development studies or a related field.
• Experience in humanitarian coordination, emergency response or humanitarian financing.
• Strong analytical abilities and experience drafting situation reports and appeals.
• Excellent communication and partnership‑building skills with a range of stakeholders.
