Area Manager Venezuela

About the role

The Norwegian Refugee Council is seeking an experienced Area Manager to lead programme implementation in the earthquake‑affected regions of Venezuela. Based in Caracas, you will oversee both programme and support functions, ensuring safety, quality and compliance with donor requirements.

Key responsibilities

• Provide line‑management for directly reporting staff, including performance management, goal setting and staff development.
• Lead workforce planning, recruitment, induction and ensure duty of care for all team members.
• Member of the Country Management Group, contributing to strategic decisions and emergency response planning.
• Assess needs, design and implement NRC’s emergency response in the area, optimizing resource use.
• Maintain staff security, conduct risk assessments and oversee safety protocols.
• Ensure all projects and programmes meet NRC standards and donor requirements.

Required profile

• 3‑5 years of experience as a senior project, field or area manager in a humanitarian context.
• Proven experience in emergency response, especially during start‑up phases.
• Experience working in complex, volatile environments, preferably in Latin America.
• University degree in Social Sciences, Economics, Administration or a related field.
• Strong leadership, strategic planning and budget management skills.
• Fluency in Spanish and English, both written and spoken.
