Risk Manager (P-4) – Temporary Appointment in Caracas

About the role

The Risk and Compliance Manager will lead the strengthening of risk assurance and compliance activities for UNICEF’s country office in Venezuela. Reporting to the Representative, you will support the development, implementation and continuous improvement of risk management practices across processes, systems and the entity.

Key responsibilities

• Provide risk management support, including identification, assessment and mitigation of operational and financial risks.
• Deliver compliance support to ensure adherence to UNICEF policies, donor requirements and local regulations.
• Oversee fraud risk management, conduct investigations and recommend corrective actions.
• Advise senior management on risk‑related matters and promote a risk‑aware culture.
• Build capacity and raise awareness on risk assurance among staff and partners.

Required profile

• Advanced university degree in risk management, finance, law, public administration or related field.
• Significant experience in risk, compliance or audit within humanitarian or development contexts.
• Proven ability to work in complex, fragile environments and coordinate with multiple stakeholders.

Required skills

• Risk assessment and mitigation methodologies.
• Compliance monitoring and reporting.
• Fraud risk detection and investigation techniques.
