Emergency Specialist (P-3) – Temporary Appointment in Caracas

About the role

UNICEF is seeking an experienced Emergency Specialist (P-3) to lead preparedness and response activities for the ongoing earthquake emergency in Venezuela. The role is based in Caracas and will work directly with government, UN agencies, NGOs and affected communities to ensure rapid, life‑saving assistance reaches children and families.

Key responsibilities

• Develop, plan, implement, monitor and evaluate emergency interventions in line with UNICEF’s mandate.
• Conduct rapid needs assessments and coordinate response actions with national authorities, UN partners and NGOs.
• Mobilise resources and oversee the delivery of humanitarian assistance.
• Ensure gender‑sensitive approaches are integrated into all emergency plans and actions.
• Provide technical advice on emergency preparedness measures and programme management.
• Strengthen the emergency response capacity of UNICEF staff and implementing partners through training and guidance.

Required profile

• Proven field experience in complex humanitarian emergencies.
• Ability to work effectively under pressure and in challenging environments.
• Strong coordination and communication skills with multi‑stakeholder teams.
