Emergency Response Civil Engineer (WASH)

About the role

The International Organization for Migration (IOM) is looking for a qualified Civil Engineer to lead emergency water, sanitation and hygiene (WASH) interventions in Caracas, Venezuela. The role involves rapid technical assessments and the design, construction and supervision of temporary WASH infrastructure for displaced and affected populations.

Key responsibilities

• Conduct rapid and detailed technical assessments of water supply, sanitation and drainage infrastructure in temporary shelter sites, collective centers, schools and affected communities.
• Design, plan and supervise the construction, rehabilitation and maintenance of emergency WASH infrastructure, including water supply systems, distribution networks, storage tanks, water points, latrines, showers, hand‑washing stations and drainage systems.
• Oversee the installation and operation of temporary WASH service solutions in transitional sites, ensuring compliance with humanitarian standards, protection principles and public‑health requirements.
• Prepare technical specifications, drawings and bills of quantities for WASH projects.
• Coordinate with IOM teams, local authorities and partner organisations to ensure timely delivery of WASH services.
• Monitor the quality and safety of constructed facilities and recommend corrective actions as needed.
• Provide technical guidance and capacity‑building support to field staff and local contractors.
• Document lessons learned and contribute to post‑operation reporting.
