QEHS Manager

About the role

The Quality, Environmental, Safety and Health (QEHS) Manager will be based at the US Embassy in Caracas, supporting the DiPSS Venezuela BLS contract for the US Department of State. Reporting to the Project Manager, the role leads the implementation and maintenance of QHSE programs to meet contract and regulatory requirements.

Key responsibilities

• Lead and manage QHSE personnel to execute quality, environmental, health, and safety programs.
• Coordinate with senior government and contractor management to ensure compliance with policies, processes, and controls.
• Conduct quality and safety inspections/audits of contract operations and subcontractors.
• Develop corrective actions for audit findings and track resolutions.
• Serve as the primary USG point of contact for quality and safety matters.
• Oversee inspection requirements, trend analysis, technical order libraries, and training programs.
• Maintain awareness of regulatory changes and disseminate safety bulletins.
• Investigate mishaps and injuries, and manage the technical library.
• Supervise hazardous materials, waste, and environmental permit management plans, providing training as needed.
• Support fault tree analysis, failure modes and effects analysis, and other risk‑management techniques.
